Consultation update and permitting authority
Nordbex Nybro AB (Nordbex Nybro, the company) has carried out a scoping consultation ahead of the company’s application for a permit under the Swedish Environmental Code for the new establishment of a combined heat and power plant with subsequent carbon capture within the Rälsen planning area, east of Nybro.
This notice is issued as part of the continued consultation process and contains corrected and updated information.
Preliminary assessment of permitting authority
Nordbex Nybro’s preliminary assessment is that the permit application will be submitted to the Land and Environment Court at Växjö District Court.
Corrected transport figures and traffic context for the area
During a review of the consultation material dated 2025-03-14, Nordbex Nybro noted that an incorrect figure regarding the number of transports appears in the document. This relates to an older figure that remained in the final version by mistake. That dated figure does not match the otherwise correct information presented in the consultation material regarding volumes and tonnage for raw materials and waste products.
The correct number of heavy transports is estimated at approximately 8,000 per year, corresponding to approximately 16,000 vehicle movements per year. This equals about 60 vehicle movements per day, based on the assessment that most transports will take place on weekdays. Including passenger car trips (staff traveling to and from the facility), the total number of vehicle movements is approximately 120 per day.
Figure 1 presents the main transport routes the company intends to use for transports to the operational area, as well as information on traffic volumes on adjacent roads. It should be emphasized that the stated traffic volumes for “current situation” and “forecast for 2045” in Figure 1 do not include the company’s transports. They represent a combined assessment of other traffic on the relevant roads. These figures are based, among other things, on future projections and include both existing traffic and expected development as the municipality expands.
The purpose of Figure 1 is therefore to provide an overall picture of the load on the road structure in the area, where the company’s transports constitute a subset of the traffic volumes shown.

After the consultation
After the environmental permit application has been submitted to the permitting authority, there will be an opportunity to submit comments on it. This takes place after the application has been announced (a public notice in the local newspaper). You are responsible for monitoring the announcement.

The processing of personal data follows from a legal obligation to meet the requirement to consult with affected individuals and the public in accordance with the Swedish Environmental Code. The data will be compiled in the upcoming permit application and will be shared with consultants engaged by us as well as the competent court. The data will be stored by us until the permitting process has been concluded through a legally binding decision.
In accordance with data protection legislation, you have the right to request access to information about which of your personal data is being processed and to request correction of your personal data. Under certain circumstances, you also have the right to object to and request restriction of processing relating to your personal data, as well as the right to request erasure of your personal data. You also have the right to lodge a complaint with the competent supervisory authority (the Swedish Authority for Privacy Protection, IMY).
